What is the status of the The Laws of War Genealogy Project?

The Military Law Review, Vol. 156 (June 1998) mentions “The Laws of War Genealogy Project” however my associates and I have been unable to find any information about this Project on the internet. Does anyone know the correct URL for this database? Or a contact email address for the editors?

An associate of mine emailed the Military Law Review’s Editor about this matter several months ago, however no reply was received. Any information in regard to locating this “The Laws of War Genealogy Project” would be appreciated.

    Looking at the citation in the Military Law Review, that database was put together by Grant R. Doty. Possibly it’s the same Grant R. Doty on the Media, Defamation, and Law Committee, which gives his contact info as follows:

    Unfortunately, after I published the article in Mil Law Review (1998), I departed the United States Military Academy (1999). As the internet system at USMA evolved, the website/address I created for the article was deleted.
